The Papillion Planning Commission recommended City Council approve the R & R Commerce Park South Phase 6 final plat (FP-26-0004) by a 6-0 vote after a brief presentation by the applicant’s representatives.
Mike Houma (speaker 6), representing R and R Realty, and Megan Wolf (speaker 8), Olsen civil engineer, told commissioners this is the final lot for a warehouse project. Wolf said, “This is the last final plot for the project,” and described three outlots: two for detention basins (temporary now, to be converted) and one containing an existing wetland and creek that will remain undeveloped. She added the team is pursuing a Section 404 permit and believes the disturbance is under the threshold that would require wetland credits.
Commissioners asked clarifying questions about outlot boundaries, pond types and confidence on the 404 permit timeline; staff said the environmental team expects the permit process to proceed without needing wetland mitigation credits. Commissioner (speaker 5) moved to recommend approval contingent on resolving the staff report contingencies, and the clerk announced a 6-0 vote.
The recommendation advances the plat to City Council, subject to the listed contingencies and any required permits.
