West Goshen supervisors approve ordinances, grant ratification, energy contracts and administrative items in unanimous session

The West Goshen Township Board of Supervisors consented to a series of routine but consequential administrative and legislative items during its Nov. 7 meeting, voting unanimously on ordinances, contracts and appointments.
Ordinances: The board adopted Ordinance 11-2024, which updates the zoning code's definition of "fence" and related standards, and Ordinance 12-2024, which moves sidewalk and street standards from an appendix into the main subdivision-and-land-development ordinance and makes sidewalks mandatory in new subdivisions. Planning staff said both changes had county and planning commission review and the board approved both ordinances on voice votes.
Grant ratification: Supervisors ratified Resolution 30-2024 to authorize a PECO Green Region Open Space Program twentieth‑anniversary bonus-round application for a solar energy array at the township public works facility. Staff said the special round awards up to $50,000 and that the township had submitted the application Oct. 22; the board ratified the application 5-0.
Energy procurement: Using the CoStar procurement program, the township secured a one-year electricity supply for street-light accounts from WGL Energy at 5.08'¢ per kilowatt hour, down from just under 7'¢ previously; the board ratified the agreements 5-0.
Third-party inspection: The board added Bay Area Inspection Agency to the township's list of approved third-party electrical inspection agencies after staff said the company provided Commonwealth of Pennsylvania certifications; staff will confirm residential plan-review certification as needed.
Appointments and surplus sales: Mahmood Sheek was appointed to the zoning hearing board and Kevin Burkhart as an alternate to the planning commission (both terms through Jan. 2027). The board also awarded bids on surplus items (for example, a 2013 Chevy Tahoe sold for $5,500) and approved bills for multiple funds; those motions carried 5-0.
Board members described the votes as part of routine governance and noted staff will follow up on any outstanding certification or administrative paperwork related to contracts and inspections.
