Commission rejects immediate new traffic study at McLean and Glen Oaks; asks staff to present Glen Oaks corridor data

The Transportation and Public Safety Commission debated whether to pursue a new traffic study for the northbound left-turn lane at McLean and Glen Oaks and instead voted to have staff present existing Glen Oaks corridor data.
A commissioner who raised the item said the intersection appears busy and asked staff to estimate the cost and technical feasibility of installing a protected left-turn signal. "I personally would like to see what the cost involved would be and if it is possible or if there are any engineering reasons why," the commissioner said during discussion.
Public works staff said a formal traffic study, including traffic counts and accident analysis, would be required to determine whether the intersection meets the engineering criteria for a protected left. "If you direct us to move forward with this item, then a traffic study would actually be part of it," the public works representative said, adding that procuring a traffic engineering firm and obtaining quotes would likely be necessary.
Commissioners and staff disagreed about the commission's authority to request expenditures and whether recent corridor work already provided the relevant data. One staff member cautioned that if the expense exceeded a threshold it would require additional procurement steps through city council. "There's an expense associated with the traffic survey, and I'm assuming that if the expense is over, you know, $25,000, then it needs to go to RFP," the staff member said.
A motion to request a new study failed for lack of a second. The commission then approved a narrower request: staff must return at the next meeting with the data and summary from the prior Glen Oaks corridor traffic study, specifically including the Glen Oaks and McLeay/McLean intersection, and note whether the earlier study covered the northbound direction in question.
The commission did not direct staff to fund a new study at this meeting. Commissioners said that review of the prior study and updated counts would inform any future recommendation to city council about pursuing a new traffic study or engineering remedies.
