Planning Board reviews misrouted application, considers shifting multifamily review to Site Plan Review Board

Town staff told the Kennebunk Planning Board on Jan. 12 that an application was mistakenly submitted to the Planning Board instead of the Site Plan Review Board; members noted overlap in standards for multifamily projects and agreed to discuss jurisdictional changes at a future meeting.
At the Jan. 12 meeting, Town Engineer Chris Osterrieder told the Kennebunk Planning Board that one application had been mistakenly brought before the Planning Board when it should have been routed to the Site Plan Review Board. Osterrieder said the Site Plan Review Board is exploring whether it can take on more projects and shift some applications into its jurisdiction.
Planner Hannah Watson said there will be ordinance-related items on the Jan. 26 Planning Board agenda. Board members discussed that multifamily dwellings are reviewed under Article 11 and the Subdivision Regulations and often function like other site plans (for example, office buildings) because many review standards overlap. The board agreed to take up the question of jurisdictional boundaries and any ordinance changes at a future meeting.
The meeting record shows no formal vote on the jurisdictional question; the matter was left for further consideration. With no other business, Chair Christopher MacClinchy adjourned the meeting at 7:29 p.m. after a 5-0 show-of-hands vote to adjourn.
