Commission backs Troy Haag’s shelterbelt cleanup, recommends variance with modification

The Davison County Planning Commission on Jan. 7 recommended that the Board of Adjustment approve a variance request by Troy and Annie Haag to clean an existing shelterbelt that would create setbacks of approximately 0 feet on the north and west property lines.
Deputy Director Karen Wegleitner presented the application for Haag Tract 1 and said the requested variances are +/-75 feet creating zero-foot setbacks where the Agricultural District minimum is 75 feet for a shelterbelt. Applicant Troy Haag told commissioners he is coordinating the cleanup with the Davison County Conservation District, plans to perform cleanup in sections, and said the adjacent colony neighbor has expressed no objections. He also said future plantings could vary depending on conditions and that subsequent sections might be planted in roughly 10 years.
Commissioners said they generally support shelterbelt cleanup when neighbors are agreeable. Lewis Bainbridge moved to recommend approval to the Board of Adjustment with removal of the active requirement referenced in Section 12:06(B)(6) of the Davison County Zoning Ordinance; Steve Thiesse seconded. The roll-call vote was unanimous among present members; the motion carried.
Next steps: the Board of Adjustment will consider the recommended variance and the requested modification to ordinance requirement language before issuing a final decision.
