Planning commission approves Greenwood Apartments, limits heavy construction traffic on Prospect Street

The Bethel Planning and Zoning Commission voted 6–0 Wednesday to approve the Greenwood Apartments site plan, authorizing a four‑building development totaling 18 residential units at 67 and 69 Greenwood Avenue.
The commission’s motion, read into the record by the chair, approved the application as shown on plans dated Feb. 25, 2026, and attached nine conditions the panel said were integral to the approval. Condition 9 restricts construction traffic: “During construction, there shall be no construction vehicles with 3 or more axles using the side street otherwise known as Prospect Street to access the construction site,” the motion states.
Interim Town Planner Jeremy DeCarly told the commission staff had reviewed stormwater, erosion control, excavation, landscaping and fire‑safety plans submitted by the applicant and recommended approval with conditions. The application describes the combined property as roughly 0.989 acres within the TOD zone and the project as consistent with the town’s 2020 Plan of Conservation and Development goal to increase affordable housing in Bethel.
Commission discussion focused on construction access, traffic and final architectural review. Commissioners said they were satisfied with negotiated compromises and the applicant’s responsiveness to prior comments. The chair called the roll and the motion passed with six votes in favor.
The commission directed staff to ensure the final architectural plans are reviewed by the village architectural consultant, returned to the commission for review, and approved by town staff prior to issuance of zoning permits, as outlined in the approval language.
The commission did not set a separate implementation schedule during the meeting; applicants and staff were expected to complete final technical reviews and meet the listed conditions before permits are issued.
