Berkeley County Commission approves agenda, consent items and appoints three board members

The Berkeley County Commission on May 21 unanimously approved its meeting agenda and consent agenda and filled three county board vacancies.
Vice President R. Stephen Catlett moved to approve the agenda; Commissioner James P. Whitacre seconded the motion and it carried unanimously. County Administrator Gary A. Wine reviewed eight internal budget revisions included on the consent agenda; Commissioner Whitacre moved to approve the consent items, Vice President Catlett seconded, and that motion also carried unanimously.
The Commission acted on several appointments and personnel items. President G. Edgar Gochenour said it received a reappointment packet for John Reisenweber; Whitacre moved to reappoint Reisenweber to the Berkeley County Development Authority and Catlett seconded. The motion carried unanimously. The Commission appointed Clarence Martin to the Berkeley County Museum Board and Dean Olack to the Berkeley County Criminal Justice Board after motions by Commissioner Whitacre and seconds from Vice President Catlett; both motions passed unanimously. The minutes also record resignations: Patrick Patton from the Berkeley County Criminal Justice Board and Troy Barrett from the Planning Commission, both effective May 4, 2026.
The minutes include personnel status items read into the record: a hiring recommendation for Tammy Perkins as a part‑time driver at $17.83 per hour effective May 28, 2026; a step increase for Allison Litten, supervisor in Emergency Communications, changing her annual salary from $66,214 to $67,538 effective June 6, 2026; and a resignation from George Penny effective May 19, 2026.
The Commission also adopted ceremonial proclamations: a proclamation for National EMS Week, read by Brandon Truman, Director of the Berkeley County Emergency Ambulance Authority, and a Memorial Day proclamation read by Deborah Hammond of the William Henshaw Chapter of the NSDAR. Both proclamations were adopted by motions of Vice President Catlett and seconded by Commissioner Whitacre and recorded as unanimous.
President Gochenour presided over the meeting. The Commission recessed after an executive session called for legal matters that concluded with no action taken.
