Paragonah planning commission approves amended building-exemptions ordinance; reviews excavation, subdivision and flood planning

The Paragonah Town Planning Commission on May 27 adopted its agenda, approved April minutes with a minor editorial correction and, after a public hearing, approved a recommended amendment to the town's building exemptions ordinance that adds a landscaping exemption and one wording change.

The change, which commissioners agreed to forward to staff for final wording, adds landscaping (sprinklers, lawns and gardens) as a specific permitted exemption and reorders the exemption list to place landscaping before painting. Chair (speaker 1) said the draft reflects the commission's work from the prior month and that the amendment incorporated members' input. Committee member (speaker 3) moved to approve the recommendation; the motion was seconded and approved by voice vote.

Why it matters: Commissioners said clarifying exemptions reduces ambiguity for homeowners and contractors and helps protect residents by making clear which minor work does not require a contractor's license or a building permit. Commissioners also emphasized the need to ensure licenses and consumer protections for handymen remain clear in related code sections.

Other business: The commission spent considerable time reviewing excavation-permit applications and related ordinance language after comparing samples from Rockville and Parowan. Members favored a concise, locally tailored excavation application that distinguishes —early grading' or minor scraping from full grading or excavation that would require stronger oversight, bonds and revegetation standards. The Rockville form was praised as clear and easier to follow.

Commissioners also reviewed their subdivision checklist and road-design standards, noting existing in-town development would generally be grandfathered while new subdivisions should conform to updated road and drainage standards. They discussed demolition permits and agreed to draft a short permitting paragraph and a concise application ensuring utilities are disconnected and hazardous materials (for example, asbestos) are handled to regulatory standards.

The commission heard an update on town-road funding: the town board secured CIB funding for a local road and culvert repairs and is pursuing additional grant/loan funds for wider road maintenance. Commissioners noted chip-seal is cheaper but short-lived versus investing in a better base that may cost about 50% more but could last an estimated 10 to 12 years instead of four to five.

Regional planning: Chair (speaker 1) said the town will participate in a five-county hazardous-mitigation plan (Washington, Kane, Iron, Beaver and Garfield counties). The commission will host a community risk-assessment meeting in mid-June to collect local hazard priorities—power outages, wildfire and flooding were raised—and compile materials for the countywide plan to preserve eligibility for state and federal mitigation grants.

What comes next: Commissioners assigned members to refine draft excavation, subdivision and demolition materials and to circulate marked-up copies before the next meeting. The commission scheduled a community risk-assessment meeting for June 17 and its regular meeting for June 24.
