VFW proposes Hometown Hero banners; special 5K event requested for Feb. 28, 2026

Representatives from the Red Lion VFW presented a Hometown Hero banner program at the Aug. 4 work session and said they will coordinate ordering and installation logistics with the Borough.
Roxann Shearer and Kathryn Tate described researching other borough programs and said Columbia Borough’s equipment and Mainstreet Design banners were the most robust examples. Shearer said the VFW can loan a specialized installation tool and help with installations; the VFW plans to take orders from October 2025 through April 2026 and proposed banners be displayed from Memorial Day through Veterans Day. Funds for purchases would funnel through the Borough.
Separately, James Hott and Kristine Cousler‑Womack requested a special event permit for a 5K on Feb. 28, 2026, proposing to start and finish at a downtown church, use the Red Lion mile prominently, and close First Ave. from N. Main to Charles between approximately 7:30 a.m. and noon. The organizers requested traffic control on Franklin and noted detailed route planning will be needed.
Council did not make a permit determination at the work session; staff will process requests and return any permit recommendations and traffic control plans to council for approval.
