Dennis Klinedinst moved to update the parking ordinance as advertised; Mark Holloway seconded. The motion carried with all members voting in favor except Brady Greer, who opposed. Council discussed whether parking spaces will be delineated by markings; Solicitor Mike Craley explained the ordinance language provides a definition rather than an instruction to paint lines on the ground.
On a related governance item, council discussed creating a clear definition for eligibility of a volunteer earned‑income‑tax (EIT) exemption for fire department volunteers. Alliance Fire personnel had sent suggested language to borough staff; council asked staff and Solicitor Craley to follow up on defining the “qualified person.”
Council also discussed Met Ed utility poles the borough wants removed; staff were advised to pursue a complaint with the Pennsylvania Public Utility Commission, since Met Ed is regulated by the PUC. No formal ordinance or code change was adopted on the volunteer EIT issue at the Aug. 11 meeting.
The parking ordinance amendment was approved; staff will return with recommended language and any necessary technical clarifications.
