Josh Kreftzer of Anthracite said the company plans a local base and emphasized workforce stability: "we have realized work/life balance is important and paying the people more money is helpful." Kreftzer said Anthracite will pick up business containers on the same route as Borough trash day unless businesses require dumpsters.
Anthracite described a daily check‑in process and a 24‑hour call‑in response policy for missed pickups. "We have a check‑in process at the end of every day and a 24‑hour call‑in policy where they have 24 hours from the time of the call to collect the trash," an Anthracite representative said. ESC (Good’s) and Penn Waste described similar escalation procedures: ESC said it documents complaints, involves a supervisor and may take photos before re‑servicing; Penn Waste said it is making changes to improve service and is prepared to shift pickup days to meet Borough needs.
Council member Amy Lau asked whether businesses negotiate their own contracts and how the bids would apply to commercial accounts; Lau noted each business remains responsible for negotiating its own contract and asked where those businesses stood with the quotes.
The council did not vote at the work session; members said a formal motion and vote on the refuse contract will be made at the regular council meeting on Aug. 11, 2025. The council packet and vote record from that meeting will provide the official award and any contract terms.
