Council members asked whether the ordinance would address neighborhood flooding and flash‑flood or drainage issues; Flowers said the ordinance applies to FEMA‑designated floodways and floodplains (FIRMs) and that some local drainage or flash‑flood concerns may need separate, case‑by‑case responses. Flowers cited the 2009 regional remapping after severe flooding that placed some properties into flood zones.
The ordinance was presented for first reading; staff asked council to email questions and confirmed the item will return on a future agenda for formal consideration.
