Committee members noted challenges in finding comparable municipalities for some positions (libraries and district-based roles), and that several local positions combine multiple responsibilities, which required the consultant to apportion time and score multiple duties when mapping comparables. One example cited was a community service officer who also handles IT and evidence duties.
Staff described the consultant’s methodology as including surveys and interviews with city jobholders and a grading system to match local job descriptions to comparable positions. Members said the report highlights that Harvard’s benefits are generous, while some salary ranges for certain positions sit at the base of comparator scales.
Because the committee lacked a quorum, the study will be presented and discussed at the full council meeting; staff will provide hard copies for members and the consultant will present the results in person.
