Commission addresses SELT encroachment letter, proposes Ashton Park renaming and explores lot‑merger idea

The Windham Conservation Commission discussed stewardship and management of town conservation land on Feb. 12, addressing encroachment concerns raised by SELT, a proposal to rename Ashton Park and a suggestion to merge parcels for easier management.
Chair Michael Specian said he forwarded a letter from SELT reporting trash, encroachment and tree stands in the Rt 28 Town Forest and that he would consult Code Enforcement Administrator George Frangomiholas to determine whether conditions had changed. Scott Johnson asked what the commission could do if tree‑stand owners do not post contact information; Chair Specian said the commission has the right to remove stands but prefers first to inspect stands and attempt outreach to owners.
Mark Wimmer reported that research with the Historical Society showed no Ashton family ownership connection, and that the Gregg Family has a long history on the property; he proposed renaming the Ashton Conservation area to honor the Gregg Family. Chair Specian recommended discussing the proposal at a meeting when the full board is present.
Vice Chair Wayne Morris proposed pursuing lot mergers for the Rt 28 Town Forest to consolidate many small parcels into a single parcel to ease management; he noted that deed research is needed to identify any restrictions on individual lots.
Commissioner Scott Johnson suggested creating a mission statement to guide future projects and asked commissioners to review the bylaws and his draft before the Feb. 26 meeting. The commission approved the Jan. 22 minutes (motion by Lisa Ferrisi; second by Wayne Morris) and adjourned at 8:07 p.m.
