The Windham Conservation Commission on Feb. 12 reviewed two variance applications that would allow replacement or construction of single‑family houses on pre‑existing nonconforming Cross Street lots, and asked town staff for additional site information ahead of Zoning Board of Adjustment hearings set for March 12, 2026.
Case 03‑2026 (Parcel 17‑C‑105) would raze an existing structure with an approximately 1,067‑square‑foot pad and a 120‑square‑foot shed and replace it with a single‑family home having an approximately 1,908‑square‑foot pad on a 10,098‑square‑foot lot. The applicant requests relief from Windham Zoning Ordinance (WZO) sections 405.2, 405.3 and 702/Appendix A‑1 to allow 0 feet of frontage on a Class V road, a 23‑foot front setback and a 6‑foot rear setback, and an increase in building volume from about 13,726 cubic feet to about 49,704 cubic feet.
Case 04‑2026 (Parcel 17‑C‑20) seeks a variance under Section 702/Appendix A‑1 to construct a new single‑family dwelling with an approximately 2,058‑square‑foot pad on an 8,688‑square‑foot lot. That application would reduce required frontage to 0 feet, seek a 10‑foot front setback where 50 feet is required, and request reduced side setbacks of 13 feet and 14 feet where 30 feet is required.
Under the WZO the Residential District A minimums are a 50,000‑square‑foot lot, 175 feet of road frontage, a 50‑foot front setback and 30‑foot side and rear setbacks. Commission members flagged the scale of the requested increases in nonconformity and asked staff to provide details about stormwater infrastructure on the sites.
The commission requested additional information about possible culverts at both Cross Street parcels and asked that staff provide that material before the March 12 hearings. Vice Chair Wayne Morris said he would like commissioners to attend the ZBA site walk to review on‑the‑ground conditions.
The ZBA hearings for both cases are scheduled for March 12, 2026. The commission did not take a formal vote on the applications during its Feb. 12 meeting; its request for culvert information and planned attendance at the site walk will inform any future recommendations to the ZBA.
