Staff said the authority needs to keep the existing station operational until the new station is built and requested a waiver from posting financial security for limited improvements because the authority is a sewer entity.
Planner reported that the Chester County Planning Commission review letter was clean and that landscaping and sediment/erosion controls were manageable; the applicant submitted a waiver request under sections 22‑409 and 22‑410 to avoid posting security for limited, sewer‑related improvements. The commission moved and seconded to support the waiver by voice vote and recommended conditional final plan approval, contingent on the March 10 review letter and later supervisor consideration. Staff said the item will be placed on the Board of Supervisors agenda for April 8.
The planner and engineer on Teams answered questions about driveway resurfacing, screening between the pump station and Route 322, and the need to mill a short driveway stub to avoid PennDOT coordination. The commission’s recommendation will be included in the supervisors’ packet for final consideration.
