Planner explained the operation meets setbacks, is not a CAFO, and will require an improvements agreement, financial security and NPDES/penndot permits for truck access. The commission discussed wetlands on the parcel’s northwest corner and whether a full boundary survey was necessary; the applicant requested a waiver from formally showing bearings and distances because the parcel is large (about 65 acres) and the proposed improvements sit roughly 200 feet from the nearest lot line. The commission agreed, by motion, to treat it as a minor land‑development plan and to recommend the waiver for the boundary depiction.
Commissioners raised standard conditions: updated plan sheets responsive to the 03/10/2026 Technicon review letter, depiction of driveway access and demonstration that truck maneuvering can be accommodated in the final land‑development submission, and any required riparian or wetland buffering. Staff noted landscaping on farms is at the commission’s discretion and that stormwater and groundwater recharge requirements were met with minor adjustments requested in the review letter.
The commission voted to recommend conditional final approval to the Board of Supervisors, contingent on addressing the March 10 review letter and completing required permits and agreements. Staff said the board of supervisors will consider the plan at its April 8 meeting.
