Hampton council approves rezoning, annexations and budget amendment; multiple 4–3 votes

After council discussion about required amenities, traffic analysis, buffers near the Tullahalaga River watershed and entrance requirements, a motion to deny failed and a subsequent motion to approve passed by a 4–3 vote. City staff and the applicant’s attorney discussed minimum townhome square footage (attorney Michelle Dowell said townhomes would be at least 1,400 square feet), and staff noted a traffic-analysis condition and buffer requirements remain part of the approval.
Ordinance 2025-31 (annexation — second reading): Council approved a 100% annexation for three parcels (including properties associated with Oakley Manor and tourism uses) as described in the staff report; the motion passed 4–3.
Ordinance 2025-32 (budget amendment, FY25): The council approved a budget amendment to account for vehicle purchases (three police vehicles were discussed). Members questioned whether the purchases had already been made; staff said the vehicles were part of a multiyear capital-improvement plan and purchases were funded from prior-year revenues. The amendment passed 4–3.
Resolution 2025-74 (authorize negotiation with Avalon for credit-card processing): After extended debate about rising processing fees, integration testing and projected savings, council approved authorization for the city manager to negotiate and the mayor to sign pending successful integration and testing; staff projected annual savings of roughly $150,000–$195,000 if fully implemented. The measure moved forward after a split vote and mayoral tie-breaking statements led to passage (final recorded outcome: approved, council declared it moved forward).
Ordinance 2025-33 (grease-management program): The council approved the first reading to amend the Hampton Code of Ordinances to establish a grease-management program (Ordinance 2025-33) by a 6–0 vote.
Consent agenda: Items 9b and 9c were approved 6–0; item 9a (budget amendment) was considered after the consent action and included above.
Executive session: Council voted 6–0 to move into executive session at the end of the meeting.
