The Carroll Community Center Building Committee unanimously recommended Dec. 15 that the Town of Dover Board of Selectmen approve two contractor payment requests while withholding portions tied to unfinished punch‑list work.
Trey Logi, the owner’s project manager from Collier’s Project Leaders, presented the invoice summaries and a detailed breakout of change orders and remaining punch‑list items. Logi said the contractor invoiced a larger amount than the committee proposed to release because the committee had “monetized the punch list and associated a value to each of those” items and was withholding retainage until those items are completed. “This is what we feel comfortable releasing, and this is what we’re still gonna withhold,” Logi said.
Logi identified payout 26 on the presentation as an invoice for $545,009.81 and stated a lower release amount in the breakout; he said payout 27 was billed at about $82,007.74 and that the committee felt comfortable approving $55,638 for that pay app. The motion before the committee to recommend payment recorded a combined total of $460,243.15; an earlier slide in Logi’s presentation listed $460,273.15, and committee material contained other line‑item figures that were not identical across slides. Chair **** Malcolm acknowledged the recommended total in moving the motion and Barry Goldman seconded.
Committee members asked whether outside claims had been accounted for; Logi confirmed Griffin’s direct‑payment claim had been backed out of the contract value and that town counsel (Nina) had reviewed the pay apps. Goldman said the breakout provided “sufficient detail to back up all that.”
The committee voted by roll call: David Billings — yes; Ruth Townsend — yes; Barry Goldman — yes; Chair **** Malcolm — yes. The vote sends the committee’s recommendation to the Board of Selectmen for final approval.
Logi proposed the committee’s next meeting for Jan. 13, 2026, at 6:30 p.m.; members agreed and the meeting adjourned after brief holiday salutations.
Notes on sourcing and numeric discrepancies: the committee’s presentation and the motion recorded closely matching but not identical totals in different places (e.g., $460,273.15 on a slide versus $460,243.15 in the motion). The article reports the figures as shown in the transcript and flags the inconsistency; where a figure in the transcript was unclear or garbled, the article reports the verbatim figure from the presentation or marks the uncertainty in clarifying details.
