Marvin planning board recommends development agreement contingent on attorney review

The Marvin Planning Board voted June 17 to recommend approval of the development agreement for CZ2025‑1 (ROMS Investment, Heritage District) with a condition that the village attorney review and finalize the language.
Planning staff said the draft development agreement incorporates the conditions the board previously recommended as part of the rezoning package and sets the vesting period, public‑facility obligations and details about public improvements. A resident asked whether stormwater work along the western side of the site would be required; staff said the agreement includes language about studying feasibility and that implementation may depend on third‑party easements and cost feasibility, and that staff would work with attorneys to clarify stronger language where appropriate.
The board’s recommendation on the development agreement passed with one no vote and will be forwarded to the Village Council public hearing scheduled for July 8. Staff said council may vote at that hearing or table the matter for further wordsmithing.
