Council approves a series of contracts and purchases, and authorizes nuisance lawsuit

At its meeting the Gibraltar City Council approved multiple procurement and enforcement items:
- The council awarded a one-year, on-call tree and stump removal contract to TNT Tree Service on unit pricing and amended the motion to cap expenditures at $20,000. DPW staff (speaker 11) estimated about eight trees identified and provided the council with unit-price details.
- The council approved an Actron Systems alarm contract for the municipal building and community center for $3,063.79. Police Chief Bullard (speaker 16) said Actron was the lowest responsive bidder and recommended moving alarm monitoring to cellular service for faster response and to avoid AT&T line changes.
- The council authorized the purchase of a LiveScan fingerprint scanner, a Windows 11 PC, and a maintenance agreement from ID Networks using Bernie Grant funds in the amount of $10,035; Chief Bullard said $24,475.31 remained in the grant balance.
- The council authorized Herkimer Radio to move the UHF radio and antenna for the city weather siren (estimated cost $1,391.82) in preparation for an upcoming controller upgrade.
- On a code-enforcement matter, council authorized the city attorney to file a circuit-court civil nuisance/blight abatement action against the owner of 13238 Wright Street after an ordinance officer documented long-standing violations and noncompliance.
All motions were carried by roll call. Several council members asked for funding clarifications on some items (for example, whether painting work is from DDA bonds or another fund) and the council delayed final action on the City Hall painting until staff confirmed fund coding.
The council also renewed the AllTraffic Solutions subscription for $1,500 for traffic studies and approved a draft uniform policy addendum for the Gibraltar Fire Department.
