Du Quoin commissioners rescind condemnation, post farm-lease and lighting contract for public display

The council voted to place Resolution 2024-R10-01 — authorizing a lease between the City of Du Quoin and Kelly Crone for farm ground at the industrial park — on public display after a motion by Commissioner Karnes and a second by Commissioner Kirkpatrick. The roll call was recorded as affirmative by all members present.
The council then took final action on Resolution 2024-R10-02 to rescind condemnation of 324 East Olive Street, noting the structure has been removed and the site cleaned. "This has been torn down, cleaned up, and hauled off," Mayor Josh Downs said while introducing the item. Commissioner Karnes moved to rescind the condemnation; Commissioner Cruz seconded, and the motion passed unanimously in roll call vote.
Council members also introduced Resolution 2024-R10-03, a contract for lighting installation for the 2024 holiday lights fair. Two proposals were cited in the discussion: Judge Services at $16,653.75 and McPherson Services at $17,500. Mayor Downs described the two proposals and said the council would put the contract on public display to proceed toward final award. "So I would entertain a motion and a second to put the contract for lighting installation on public display, to be awarded to Judge Services in that amount that was just stated," he said. Commissioner Kirkpatrick moved to post the contract and Commissioner Cruz seconded; the roll call vote was unanimous.
During public comment after the vote, Trey Ford of McPherson Services asked whether he could submit a revised bid and said his company could do the job for $16,000. Council members responded that the process was at the public-display stage and that while the council could later reject a bid at final approval, it would not be the appropriate time to accept a new bid during the public-display period.
All formal votes reported in the meeting were unanimous in favor by the commissioners and the mayor. No motions failed or were tabled. The meeting then moved to an executive session motion and adjourned.
The council did not announce final contract award at this meeting; the lighting contract was posted for public display pending the city’s procurement process and final approval.
