The Attica City Council approved several procedural and land-use items during its Nov. 10 meeting.
Minutes: The council voted to accept the minutes from its Oct. 13 meeting after a motion and second; the chair announced the motion passed by voice vote.
Ordinance change (engineering fees and conflict-of-interest language): Planning staff explained a proposed ordinance amendment to add state-required conflict-of-interest language for building-permit reviews and to set refundable engineering-review fees for commercial projects (sample fees cited in the discussion included $2,000/$3,000 inside city limits and $2,500/$3,500 for the two-mile fringe). A council member moved to approve language ensuring that applicants must pay actual engineering fees if the state-required review costs exceed set application fees; the motion was seconded and passed by voice vote.
Rezoning: The council approved a Crestline rezoning request for a corner lot at Sixth and Columbia, changing zoning from R-2 to R-3 to allow a three-story building with offices, a daycare and three apartments. Council members noted that parking questions remain and that any reduction in required parking would require a variance at a separate zoning board hearing.
Vacation-rental rezoning: The council also approved a petition to rezone an industrial parcel to R-3 for temporary vacation-rental use after the planning commission recommended approval.
Final plat: The council certified final plat approval for the Hutton Attica subdivision, which separates an AutoZone lot and an adjacent parcel; planning staff said the plat met ordinance requirements and is ready to be recorded.
Votes recorded in the meeting were by voice; the chair called each motion passed following affirmative responses from council members. Council signed two ordinance copies where required and directed staff to carry out the recordings and follow-up steps specified by planning staff.
