Commission approves City Hall mural after debate over removability and brick integrity

The Historic District Commission approved an exterior mural for City Hall (listed in the packet as 27400 South Field Road) after commissioners debated whether the work should be painted directly on the building’s brick or produced as a removable installation.
Staff member presenting the proposal said the city applied to and received funding through a public art program (referred to in the meeting as PIPA) and worked with a Detroit Institute of Arts–approved artist. Staff advised that the city attorney confirmed a mural is an "alteration" under the ordinance and therefore required HDC review. Staff also said the PIPA arrangement carries roughly a 10-year commitment after which the city may repaint, touch up or remove the mural.
Commissioners expressed mixed views. Several said they liked the design but were reluctant to paint directly on historic brick; one commissioner asked whether painting could damage the masonry or complicate future masonry repair. Staff responded that the DIA and the artist have required preparation and that they do not anticipate major brick compatibility problems, though longer-term effects (decades) were not determined in the meeting.
The group discussed alternatives including mounting the artwork on removable material that could be bolted to the building. Staff said such an option would require coordination with the DIA and might increase costs; commissioners suggested making approval conditional on further review if removability remained the sole unresolved concern.
A motion to approve the mural as presented was moved and seconded. In a roll-call-style confirmation recorded during the meeting, Commissioners Warner, Como, Johnson, Roberts and others voted yes; the motion passed.
Staff noted the city will bear maintenance responsibility and that the DIA controls approval of the artist and any approved contractor for touch-up work.
