The Historic District Commission voted to adopt formal bylaws the body has not previously recorded, a step staff said is required to complete the city’s redevelopment-ready communities checklist.
Staff member presenting the item told commissioners that while the ordinance already governs many procedures, there was no record of formally adopted bylaws and that adopting the draft would “check that item off” the certification checklist. Staff also said the bylaws are intended as living documents that can be amended by majority vote.
Commissioners asked procedural questions about meeting frequency and quorum. One commissioner said state enabling language (referred to in the meeting as PA 169) technically suggests quarterly meetings, though commissioners acknowledged the HDC historically meets far less often. Commissioners also said the proposed bylaws clarify that four members constitute a quorum.
A motion to approve the bylaws as presented was moved and seconded; the Commission approved the bylaws by voice vote with no opposition.
In other business, the Commission approved a request to excuse Commissioner Knez (the audio also recorded the name spelled as "Knauss").
