Woodbury board allows pre-approved gift-card purchases in revised credit-card policy

The Woodbury Board of Selectmen unanimously approved a revision to its municipal credit-card policy on May 26 that permits the purchase of gift cards for prizes and awards when pre-approved by both the First Selectman and the Fiscal Officer.
Under the adopted PRO-0001 policy, cardholders must obtain written pre-approval for such purchases, retain itemized receipts, and comply with reconciliation and documentation requirements. The policy continues to prohibit personal purchases, cash equivalents in most forms, peer-to-peer payment apps, and other categories listed in Appendix C, while allowing limited exceptions for gift cards used as municipal prizes or awards when pre-approved.
The motion to revise the credit-card policy carried 3-0. The policy text included detail on controls such as Merchant Category Code (MCC) blocks, monthly reconciliation deadlines, mandatory training for cardholders and approvers, and a documented process for disputed charges.
Officials stressed that the change does not alter other prohibitions or controls; cardholders must still follow pre-approval and documentation procedures and the Finance Office will monitor compliance.
