The Woodbury Board of Selectmen voted 3-0 on May 26 to delegate authority to First Selectman Paul Zulpa to conduct recruitment and extend conditional offers of employment under Town Charter §402(B). The delegation, approved through Dec. 6, 2027, requires joint approval of offers by the Personnel Administrator, the hiring department head and the First Selectman and mandates monthly personnel reports to the Board of Selectmen.
The procedure adopted by the board requires verification that positions are funded and classified before recruitment starts and preserves board oversight for hires that exceed salary ranges, create new positions or require budget amendments. It also requires at least two members of the Board to participate in interviews for department-head posts and specifies a documented conflict-of-interest disclosure and recusal process for anyone involved in hiring.
The motion was entered by Selectman Richard Coates and seconded by Selectman Karen Reddington-Hughes and carried unanimously. The board’s Personnel Administrator will issue official offer letters and the Personnel Office must report open and filled positions, offers extended and accepted, and any anticipated budget impacts at regular board meetings.
No individual hires were approved or altered during the meeting; the action changed who may extend offers administratively and set reporting and oversight conditions for the board going forward.
