Millsboro’s Town Council adopted the FY2026 budget on June 2 and approved several infrastructure contracts and code amendments during a single meeting that combined routine business with community discussion.
Council members voted to adopt the fiscal-year budget and then to appropriate funds for the coming year; council discussion and the motion language incorporated changes recommended during the council’s budget meetings. A town staff member credited efficiencies for allowing adoption without a tax increase: "We were able to approve the budget without a tax increase," a staff speaker told the council.
On procurement, the council accepted a sealed low bid of $75,936 from Jerry's Paving for Monroe Street and Houston Street. The contract is scheduled for completion in the current fiscal year so work and costs fall into the outgoing budget. The council also approved a Phase 1 wastewater-collection-system lining contract to address infiltration and inflow; staff recommended the low bid from InstituteForm Technologies LLC for $207,370.
Other administrative actions included a small employee-handbook amendment to increase the town’s reimbursement for commercial driver’s license physicals so employees are not out-of-pocket for mandatory exams, and a budget amendment to reallocate about $70,000 (from a not-yet-filled town-planner line) to begin funding a software build for ticketing and master-plan support.
The council amended Chapter 200 (Vehicles and Traffic) to correct text and to add town-owned streets in the North Shore section of Plantation Lakes to a "parking prohibited at all times" schedule; the ordinance change passed by voice vote. Council also directed staff to move forward with a town Facebook page for official information (comments to be disabled), approved by voice vote.
Several items generated discussion: residents asked about potential lighting spill from the BB Medical Center parking area and about downtown parking and redevelopment of the old train depot. The council discussed conducting a downtown-committee meeting and pursuing brownfield assessment funds from the EPA for depot cleanup rather than rushing property sales.
