The Freehold Borough mayor and council voted on several routine and legislative items at their March 18 meeting, adopting two ordinances after second readings, approving prior minutes, and passing the consent agenda.
Minutes: A motion to approve the March 4, 2024, council minutes was made and seconded; the council conducted a roll-call vote and approved the minutes.
Ordinance 2024/3 (second reading, zoning amendment): The council held the second reading and public hearing on an amendment to Chapter 18 (Center core redevelopment plan). No members of the public stepped forward during the hearing; a motion to adopt the ordinance was made, seconded and carried by roll-call vote. The clerk recorded affirmative votes in the roll-call.
Ordinance 2024/5 (second reading, appropriation limit): Council members conducted a second reading and public hearing on Ordinance 2024/5 to exceed municipal budget appropriation limits (a reference to NJSA 40A:4-45.14 was included in the reading). With no public comments offered, the council closed the public portion and adopted the ordinance by roll-call.
Introduction: The council introduced Ordinance 2024/6, a first reading to amend Title 8 (Health and Safety) to update stormwater best management practices. That ordinance was introduced for future consideration and will return for subsequent readings.
Consent agenda and communications: The governing body moved and approved the consent agenda (CR1 through CR10), which included recognitions, retirements and vendor/sidewalk-cafe applications. The council also received and filed a communication from the community events committee requesting permission for two classical concerts in Veterans Park in May and approved permitting, with staff to coordinate logistical details.
Why it matters: The adopted ordinances change local zoning and allow temporary budget adjustments in line with state statute, enabling municipal work to proceed. The introductions and consent items signal ongoing capital and community programming.
