Jay County approves $18,000 contract to rewrite sheriff department policies

Sheriff Larry "Ray" Newton told the commission that the department's policies had not been substantially updated in about eight years and that a substantial rewrite now requires an attorney. Newton said a prior estimate was $20,000 for the sheriff and $30,000 for the jail, but Indianapolis attorney Charles Braun offered a combined $18,000 price to update deputy and jail/dispatch policies and to provide an update schedule.
Newton said a complete rewrite will likely take about six months and that guidance from the Indiana Law Enforcement Academy and the Sheriff's Association will be used to keep policies current. Rex Journay moved to approve the contract with Charles Braun for $18,000 pending county attorney approval; Brian McGalliard seconded and the motion passed unanimously. Newton said he believed his budget could cover the cost and emphasized the rewrite was needed "for liability reasons."
