Jay County adopts amended economic development plan; approves $11,000 for Launch Jay! pending council approval

The Board of Jay County Commissioners voted unanimously to approve Resolution No. 2024-05, adopting an amendment to the Premier Economic Development Area economic development plan under Indiana Code 36-7-14. Ed Curtin of CWC Latitudes told the board the updated plan identifies additional projects — including a new highway garage and road paving — and "projects must be identified in the plan in order for the commission to spend money," giving the redevelopment commission more flexibility.
Travis Richards, executive director of the Jay County Development Corporation, and Tabby Sprunger of the Jay County Chamber asked the board for an $11,000 allocation to complete the 2024 Launch Jay! small-business pitch competition. Richards said the program averages five participants annually, has an average yearly cost of $15,000 and a remaining balance of $4,479 from initial windfarm seed funding; Commissioners approved the $11,000 payment contingent on County Council approval and asked organizers to seek other funding for 2025.
The resolution and the Launch Jay! funding request passed by unanimous vote. Commissioners were advised that the Plan Commission had determined the amendment conforms to the county plan and advised of the remaining statutory steps (including a ten-day noticed hearing by the Redevelopment Commission).
