Surfside Beach council disbands Huckabee Park committee, authorizes property bid and approves Martin Field rental

Surfside Beach Town Council approved a set of administrative measures at the meeting: it unanimously disbanded the Huckabee Park Committee after staff reported grant encumbrances limit the town’s ability to sell or repurpose that land; authorized administration to advertise a competitive bid for a 0.318-acre parcel behind Town Hall (Sandy Lane) using the South Carolina business opportunities website and local notice; and approved a short-term rental agreement for Martin Field so organizations can hold camps and clinics for the remainder of the season.

Council members said the Huckabee committee’s work is complete because grant encumbrances prevent a straightforward sale; administration will draft an RFP for park operation/management and return to council. The property-advertising motion directs staff to post the bid on the state procurement site and town channels and to run a roughly 60-day solicitation period. The Martin Field rental was described as a short-term agreement drafted from input by the mayor and potential renters; the motion passed with the assurance that any party could decline to sign if terms were unsatisfactory.

All three items passed on voice or roll-call votes; the Huckabee committee disbandment and the property-bid authorization passed unanimously, and the Martin Field rental agreement was approved unanimously.

Next steps: administration will publish the Sandy Lane bid when ready, refine RFP language for park operations and finalize the Martin Field rental paperwork with the prospective renter.
