Council approves roughly $217,000 for Parkway slope repairs and guardrail, OKs $60,000 inspection extension

Toquerville — The Toquerville City Council on March 4 approved multiple change orders tied to the Tocqueville Parkway construction and authorized a $60,000 supplemental agreement with Stanley Consultants to cover inspection and testing as final work is completed.
Bob Lamoreaux, an engineer with Stanley Consultants, told the council the work covered by the items has largely already been completed but not yet paid. "This work has been done, but it has not been paid for yet," Lamoreaux said, explaining that the contractor used barrier material already on site and then submitted the change-order paperwork for payment.
The largest item, change order 27, addresses steep slopes and drainage at the Firelight Drive/Parkway intersection and the installation of guardrail and crash cushions at a north tie-in. Lamoreaux described the work as flattening the steep slopes, lengthening drainage pipes for safer outfalls and adding guardrail where slopes fall within the clear zone. He said a later contractor adjustment for longer, deeper guardrail raised that portion of the price by about $33,015.50 and supplied the interim figure of $151,976.45 for a portion of the work before council reconciled totals.
Council moved and passed a roll-call motion to approve change order 27 in the amount of $216,993.75, conditional on Utah Department of Transportation (UDOT) review and approval. Council also approved change order 26 — payment for barriers and object markers at three Parkway intersections — and change order 28, which covers remaining contract items such as box-culvert cleanup, added riprap beneath a bridge and saw cutting for a sewer outlet. Change order 28 was approved as presented, subject to UDOT review.
Mayor (presiding) and council members conducted roll-call votes on the change orders; the motions passed. Lamoreaux said the contractor will not proceed with guardrail installation until approvals are in place, and he will present any additional grading-related cost adjustments in a subsequent change order if needed.
Separately, the council approved supplemental agreement number 8 with Stanley Consultants in the amount of $60,000 to cover inspection and testing work related to guardrail installation and remaining grading. Lamoreaux said the extension would cover inspection time and a small amount of follow-up work needed to close out construction items.
Why it matters: The approved work is safety-focused — flattening slopes, improving drainage and adding guardrail and crash cushions at locations identified during pre-final walk-throughs — and the supplemental agreement funds engineering oversight intended to ensure installation meets UDOT and contract requirements. Construction work tied to these approvals will proceed only after any required external (UDOT) reviews are complete.
Next steps: UDOT review is pending for several items; council approvals were explicitly conditional on UDOT confirmation where noted. Stanley Consultants will finalize outstanding change-order math and submit any additional documentation; payments will follow council authorization and the city’s standard contract procedures.
