Appointments and routine motions - Resolution 26-16: Council consented to appoint Jan Leishman as the city’s representative to the higher library board; staff noted a spelling correction needed in the resolution; council recorded the vote as 4 in favor, none opposed. - Resolution 26-12: Council adopted the annual fireworks-prohibition map for parts of the city; staff said the map follows Cache County Fire Department recommendations and the motion passed.
Capital and miscellaneous approvals - Council approved a number of smaller capital items and line-item adjustments during the budget workshop portion of the meeting, including $6,400 for well-site storage improvements, $4,000 for security cameras at the 640 well site (paid from water fund), and an item to retain $50,000 for 2200 South roadway improvements (class C funds) to allow the city to piggyback on developer mobilization.
Process notes: council also approved required first-reading resolutions to publish an impact schedule and set the truth-in-taxation hearing (Aug. 27, 2026) for the proposed property-tax increase.
The minutes show the council handled these items largely by voice votes or consent agenda, and the city will carry the budget work forward to the next meeting where detailed motions will be finalized.
