Yadkin County approves consent agenda including FEMA COVID transfer, leases and service contracts

The Yadkin County Board of Commissioners approved a multi-item consent agenda on Jan. 5 that included several budget amendments, a transfer to cover FEMA COVID-expenditure shortfalls, contract approvals and a lease extension.

Key financial adjustments approved included appropriating $1,000 in donations to the Animal Shelter and increasing the rabies vaccination budget to $2,500; increases in insurance payments and vehicle-maintenance lines after insurance claim receipts; and a transfer of $71,927 from the Capital Projects Fund into a Special Revenue Fund to cover COVID-related expenditures FEMA did not approve. County staff told the Board that of $124,038 in submitted expenditures FEMA approved $52,111 and denied the remainder after appeals; the $71,927 transfer covers those expenses.

The Board also approved a Rural Economic Development Legally Binding Commitment Agreement for Advantage Machinery Services to receive Industrial Development Fund utility-account grant funding and a reimbursement agreement under which the Yadkin County Economic Development Partnership will reimburse the county $48,500 in required matching funds. The Board approved a contract with Dorsett Heating & Air Conditioning to replace an HVAC unit at the former hospital facility serving the Maintenance Department and extended the lease for Lone Hickory Solid Waste Convenience Site #5 through Jan. 5, 2036. The Board approved a contract with Northwoods Consulting Partners to migrate Compass software to a newly prepared server for the Human Services Agency.

Commissioner Cliff Collins moved to approve the Consent Agenda; Commissioner Tim Parks seconded. The motion passed 5-0.
