Board approves Conscious Discipline professional development, multiple agreements and selects ASBSD representative

The Rapid City Area Schools Board of Education approved several business items on March 7, including a professional-development package for Conscious Discipline, multiple agreements and memoranda of understanding, and the district’s ballot choice for ASBSD West Region director.
A motion to approve the proposed agreements and MOUs (with item 13c pulled for separate consideration) passed by roll call earlier in the meeting. When the board considered the pulled item — a multi-day Conscious Discipline training and coaching package funded with Title carryover funds — several trustees asked for data on implementation fidelity and teacher support.
Board member Angela Rafferty, who had pulled the item, said she supports professional development but wanted more classroom-teacher perspective and questioned holding sessions in April when some teachers are retiring and new hires begin in the fall. Rafferty said: “I think we need to look at some data to see if Conscious Discipline is actually working in our schools and also get the perspectives from the classroom teachers who use this tool on a daily basis.”
Administrators said the recommended PD includes coaching and that principals requested additional training to support staff turnover. After discussion the board approved the PD by roll call (all votes recorded as yes in the meeting transcript).
The board also approved the consent agenda and other routine items by roll call. In a separate vote to name the district’s ASBSD West Region representative on a contested ballot, trustees selected Tanya Gray and the chair signed the ballot for submission.
All motions referenced at the meeting were recorded as moved, seconded and carried; the board later voted to enter executive session under SDCL provisions.
Next steps: administrators will proceed with PD scheduling and provide implementation details and, where requested, data about prior Conscious Discipline training and behavior-referral metrics to trustees.
