Commissioner August pushes earlier budget kickoff, single-sheet capital schedule and clearer BAC role

Commissioner August told the Sagadahoc County Commissioners on June 11 that he wants the county to begin its next budget process earlier and to hold a kickoff meeting limited to Commissioners, the County Administrator and Department Heads so priorities are surfaced before review by the Budget Advisory Committee. "I am suggesting that there be a budget kick-off meeting with just the Commissioners, Administrator and Department Heads, not involving the BAC until later," August said, adding that this would let Commissioners hear Department Head priorities before they are filtered by the Administrator.

August requested a single-sheet multi-year capital and technology summary that includes future funding projections and replacement timelines. Finance Director Jill Flaherty responded that multi-year capital details exist in the budget and that staff can produce a comprehensive capital schedule next year; Administrator Amber Jones said she would include funding projections on the summary sheet. "We can produce a comprehensive capital schedule next year," Flaherty said.

August also suggested clarifying the Budget Advisory Committee's role so it assists with funding Administrator-stated policy objectives rather than debating policy priorities, and asked for more narrative in the budget to convey policy goals to the public. Staff discussed digital tools (ClearGov) and agreed to consider additional salary and FTE liability summaries and a separate tracking sheet for state and federal grants.

Commissioners asked that these changes be incorporated into next year’s budget preparations; Jones and Flaherty accepted several of the recommendations as actionable items for FY26 planning.
