Administrator says State Judicial branch open to renegotiating courthouse space; ADP and FOAA changes reported

Administrator Amber Jones told the Sagadahoc County Commissioners on June 11 that the county's contract with the State Judicial Branch dates to 1987 and that a 2005 change resulted in the State ceasing payments after taking occupancy of third-floor space. Jones said she had limited responses to outreach until a recent unannounced visit by Jeremy Gray, and that the State has since identified Sagadahoc County as a priority for renegotiation. "It is now looking likely that we will retain more space on the third floor to start, and ultimately we want to draft a new contract with the state," Jones said, describing options that range from recouping the Jury Room to reclaiming more of the third floor. Jones emphasized that, by law, the county must provide Superior Court space but that management details are not fully defined.
Jones also reported that ADP payroll has been in operation for about six weeks with a few open tickets; the Time & Attendance module has not yet rolled out and will be implemented department by department with separate training. To improve records handling, Jones said she will centralize FOAA requests through the Administrator's office so department heads still compile responsive records but the Administrator will track requests via an Excel log.
Jones said the county is nearly fully staffed aside from the Legal Secretary position (a conditional offer has been extended) and that the Space Needs Committee will meet again next week to continue planning. She said future conversations with the State Judicial Branch and updates on space parameters will be shared at upcoming Commissioner meetings.
