City awards Barbara Loop reconstruction contract to Albuquerque Asphalt for $3.27 million

Director Gottlieb described the project scope: full‑depth pavement replacement, replacement of a water main and sewer line and related services, a bore under 5.28 [street], ADA improvements, and a projected start in August with roughly nine months of construction. He said the project is funded through New Mexico Department of Transportation transportation project grants, city infrastructure funds and utility department sources.
Councilors asked about bidder participation and contract oversight. Director Gottlieb said the procurement used Bernalillo County on‑call contracts and a mini‑bid was solicited from three contractors (TLC, Franklin’s Earth Moving and Albuquerque Asphalt); one contractor was nonresponsive and another submitted a higher price. He said the city has an on‑call landscaping contractor for certain maintenance tasks and assigns inspectors to ensure contractor performance.
A motion to approve D14 was moved, seconded and approved by roll call.
Outcome: award approved; public works will coordinate contract execution and inspection.
