Jason and Charlotte Blackham petitioned to annex 50.709 acres on the city’s northwest corner, a parcel Scott Wells said sits across from the elementary school and lies within Wellsville’s annexation area. Charlotte Blackham told the council the Blackhams intend to develop a portion of the parcel for a church (about 5.5 acres) and otherwise to defer subdivision planning until canal/irrigation issues are resolved. The council moved to accept the petition (staff said accepting the petition starts the annexation review and that the city will check legal criteria before scheduling a public hearing).
Separately, the council accepted a petition from Ricky and Stephanie Lindley to annex about 10.97 acres on the southwest corner (tax ID 10‑048‑0007). Staff noted a portion of the parcel already lies within city limits and that accepting the petition allows staff to complete the review and then hold the public hearing required by state law. Both petitions were accepted by motion and voice vote; council directed staff to proceed with the legal and technical checks necessary to schedule follow‑up hearings.
