Davison County Drainage Board grants permit for Shannon Hutterian Brethren to outlet to Hanson County

The Davison County Drainage Board on July 15 granted a drainage permit to Shannon Hutterian Brethren, Inc. to install 129,280.93 feet of 4", 6", 8", 10", 12" and 15" perforated and solid drain tile in the SE 1/4 less H‑1 of Section 13 (T101N, R60W) in Davison County, with one outlet in the NE 1/4 of Section 19 (T101N, R59W) in Hanson County that discharges into Twelve Mile Creek and ultimately the James River. The board approved the permit by roll call vote after finding the application met the checklist items required under the Davison County Drainage Ordinance and SDCL 46A‑10A.
Auditor Kathy Wingert recorded that the application was received June 20, 2025; abutting neighbors were notified July 1, 2025; and public notice was published July 5, 2025. Deputy Administrator Wegleitner told the board there were no calls or letters from abutting property owners and that the Hanson County Drainage Board had already approved the project. Applicant representative Mark Wipf of Shannon Colony and contractor Jim Stofferan of M & S Drainage described the work and said they had consulted with the South Dakota Department of Transportation and county staff on permitting.
Contractor Jim Stofferan said the project aims to move water off the field more quickly during heavy rain rather than allow it to “sit in the field.” Abutting landowner Gordon Stahl was present and told the board he had no issues with the application. Board members reviewed the required checklist items under Section 2:05 of the county ordinance and noted no special conditions were necessary.
On a motion by Klumb, seconded by Bult, the board granted the permit. The roll call vote was recorded as Buchholz—aye; Bult—aye; Larson—aye; Nebelsick (call‑in)—aye; Klumb—aye; Edinger and Kiner—absent. The motion carried and the permit was approved.
Deputy Administrator Wegleitner also reported one administratively approved application (Roger & Richard Gerlach) for routine ditch filling to improve tillable land; that item was informational only. The Drainage Board set its next meeting for Aug. 19, 2025, at 7:00 p.m. and adjourned at 7:26 p.m.
