Public Works presented a second amendment to a month-to-month vacant land lease with Pivas Market Charitable Foundation to add Parcel C, align surface elevations after a planned improvement project and maintain coordinated overflow parking. Council approved the second amended and restated vacant land lease; one council member recused from the vote.
The council authorized three memorandums of understanding with AFSCME: to update the permit specialist job description (no change in classification or fiscal impact), to provide a temporary 5% stipend for a water-quality specialist covering cross-connection duties (estimated total $1,591.32 for the vacancy period), and to reclassify the Cross Connection Control Specialist to reflect added certifications and duties (estimated six-month impact around $1,004.80 at top step). Council approved each MOU and authorized the mayor to sign the agreements.
Council authorized the mayor to negotiate and sign a purchase-and-sale agreement with Hogback Development Company LLC for parcels on North Wenatchee Avenue; the agreement includes private road improvements and covenants and was approved without substantive questions. The council also accepted a $50,000 Historic Cemetery Grant from the Washington State Department of Archaeology and Historic Preservation for repairs to the Home of Peace Mausoleum; staff said work will likely begin this fall and the grant requires no local match.
For transportation planning, the council approved a consultant agreement with SCJ Alliance not to exceed $273,000, funded entirely by a WSDOT bicycle and pedestrian safety grant, to develop the Ferry Street Bicycle Corridor and complete up to a 60–90% design package to position the project for future grant funding. Councilmembers emphasized coordination with schools, Wenatchee PD, Link Transit and operations/maintenance staff.
