The Kennebunk Planning Board found complete Feb. 9 a special‑exception application to demolish and replace a single‑family home at 7 Valley Ave, a property located fully in the Resource Protection District and partially in the Shoreland Overlay.
Landscape architect Hilary Oat‑Judge, representing applicant Sandra Scibelli, described a proposal that removes nonconforming features, keeps the new house under the town’s 1,500‑square‑foot limit, and sets the finished floor about three feet above the base flood elevation (raising the finished floor to approximately elevation 16). The Town Planner advised that a Flood Hazard Development permit will be required and should be applied for along with the building permit.
Board members asked whether relocating the house affects sewer connections; Oat‑Judge said she would confirm the sewer hookup location with the builder and report at the next meeting. The applicant said the existing ranch house is deteriorating and she will explore donating salvageable materials or the structure to local organizations.
The application was deemed complete by a 5–0 voice vote; a public hearing was scheduled for March 9, 2026.
