The Placerville City Council authorized a professional services agreement not to exceed $215,000 with Lisa Weiss Consulting Inc., with Rincon Consultants providing CEQA support, to prepare the city’s 2029 housing-element update.
Carol Kendrick told the council the city must adopt its next housing element by May 15, 2029, and that housing-element updates typically take about two years. The city received two responsive bids; staff said LWC scored highest on the RFP evaluation and negotiated a final amount of $215,000. Staff also noted Precision Civil Engineering submitted a lower-cost alternative but with less housing-element experience.
Funding for initial work will come from the planning-division budget; staff said it would pursue grant reimbursements through programs such as REAP and CDBG to offset costs. Kendrick described the contract spanning roughly three fiscal years with kickoff anticipated in the first quarter of fiscal 2027.
After public comment was closed, the council moved and seconded the staff recommendation and approved the authorization by roll call vote.
