Vinton City Council approves budget amendment, ordinances and routine measures

The Vinton City Council on May 28 approved a package of routine but consequential measures, including a resolution amending the current budget for the fiscal year ending June 30, 2026, and several ordinance and administrative actions.
Councilors approved an amendment to the current fiscal year budget after staff said the largest change stems from moving airport projects into future fiscal years. "Really the big change comes from the airport projects getting moved to future fiscal years," a staff member said during the discussion. No net revenue change was expected as a result, the presentation said.
In other business the council took the following formal actions: - Ordinance/order 1115 (solicitors and transient merchants): approved on second consideration by roll call. - Ordinance 1116 (first consideration): council approved first consideration to align local drug paraphernalia language with state law. - Resolution setting salaries for fiscal years 2026 and 2027: approved; the council said the changes align with the 3% salary line in the adopted budget; the vote recorded one abstention. - Property surplus declaration: council declared specified city equipment (example cited: an air compressor) surplus and authorized disposal per city policy. - Water/sewer credit for 600 West 17th: staff recommended and council approved billing the 12‑month average usage and crediting usage above that average because of an identified leak; one council member abstained. - Special-event permit for a "touching truck" scheduled July 1, 2026: approved by voice vote.
Motions on the ordinance and budget items were moved and seconded on the record and passed by roll call where required. Council confirmed a June 11 work session and noted follow-up steps on several items.
