Board trims some CIF items, holds others for follow-up; FTCC placeholder added

Assistant County Manager and Chief Budget Officer Deborah Shaw presented the Capital Investment Fund (CIF) and asked the board for direction on several line items that lack active projects. The CIF presentation showed a multi-year CIF total and individual project lines including a $500,000 aquatic-center feasibility study, $2 million for the Cedar Creek community center, $2.5 million for an International Farmers Market, $7.5 million for the Civil War museum, and a remaining invoice balance for the Black Voices Museum.
Vice Chairman Sherm Jones urged keeping funding for the international farmers market in place because of prior work by a former commissioner. Commissioners and staff identified several projects without current deliverables and agreed to remove Spring Lake Parks and Recreation and the government-complex design expense from active project lines and move their allocated amounts back to CIF fund balance for future reallocation.
The board also reached consensus to include a $10 million placeholder for FTCC as a PAYGO item (to be pulled if the state match is not approved) and for staff to adjust the Black Voices Museum balance in the CIF to reflect new invoices. Manager Greer and staff will bring back revised CIF line items and a summary of outstanding contractual obligations for board review.
Ending: Commissioners asked staff to return with updated CIF schedules showing the moved line items and with clarifications on Cape Fear Valley contract timing and other pending vendor invoices.
