NCDOT urges Forsyth County to update blanket resolution for state road additions

Kevin Hedrick, district engineer with the North Carolina Department of Transportation for Forsyth, Davie and Stokes counties, told Forsyth County commissioners that DOT is asking counties to update the blanket resolution it typically relies on when adding secondary roads to the state‑maintained system. Hedrick said the county’s last resolution on this matter likely dates to about 2000–2001 and that DOT’s secondary roads office in Raleigh wants current resolutions on file.
Hedrick said DOT has about six to eight petitions currently ready to process, and that petition submissions for additions to the state‑maintained secondary road system can occur frequently — “it could be weekly, or more here in the county,” he said. He explained that some counties use a blanket resolution so DOT does not need to request a resolution for each individual road addition. When commissioners asked whether state law requires county approval, Hedrick said counties commonly provide the blanket resolution to streamline the process; one commissioner said they had not been aware DOT requested it.
The issue was introduced by Deputy County Manager Denise Price ahead of the March 19 meeting when DOT representatives are expected to attend. No formal motion or vote was recorded during the briefing.
