Borough staff reported the May 16 bid opening produced a low, responsible bid of $130,351 from James D. Morrissey, Inc. The engineer recommended awarding the work to the company, which has performed similar projects for the borough. The chair moved to award the contract; the council approved the motion by voice vote.
The council also approved a contract to partner with the Montgomery County Planning Commission to begin comprehensive‑plan work in September and to support zoning updates. The county will defer payment for services until 2025; the first‑year cost shown in the contract is roughly $11,250, with modest annual amounts thereafter. Staff said the arrangement will include forming a subcommittee of elected officials, planning commissioners, HUROC representation and community members.
On the contractor integrity resolution — required language to comply with state and federal grant terms for non‑discrimination and related provisions — the solicitor said the document draws language from federal civil‑rights rules and the Pennsylvania Human Relations Act and will be required before grant reimbursements can be processed. Council discussed whether to adopt the resolution immediately or table it for edits; council chose to table it to July so the solicitor can refine the language.
Separately, staff reported the borough’s utility‑replacement project is out to bid; a pre‑bid meeting is scheduled for June 26 and bids will open July 10 with an award planned at the July meeting and construction anticipated to begin in September.
