City staff and the construction manager at risk presented conceptual plans, site improvements and an initial guaranteed maximum price (GMP) for the new Horseshoe Bay city center during the council meeting. The presentation covered a roughly 14,000-square-foot facility with chamber seating, overflow space and associated parking, drainage and site work. Staff said a special meeting on Thursday will include the GMP and allow the council to consider authorizing construction for the city center building.
The presentation noted that the construction-manager-at-risk process produced a GMP based on 90% plans and the team has worked to refine scope and limit cost through value-engineering. Staff described allowances for site work, landscaping and AV and noted some contingency items remain. The schedule presented calls for construction to start Sept. 1 and an estimated occupancy in late 2025 for the city center; the fire station is expected to follow about a month later.
Mayor and staff said there was no action on the GMP at this meeting; the special meeting will present the GMP and related contract documents and cost details for council review.
Why it matters: approving a GMP would commit the city to a multi-million-dollar capital project with multi-year construction and budget implications; the special meeting will provide the formal opportunity for council action.
