Yancey County board authorizes application for Helene recovery recycling grant

The Yancey County Board of Commissioners voted unanimously Jan. 12 to authorize submission of a Helene Recovery Recycling Infrastructure Grant application to the North Carolina Department of Environmental Quality to help repair recycling and waste facilities damaged by Hurricane Helene. County Manager Lynn Austin presented the resolution, which the board adopted without dissent.
The resolution says the grant would support repairs to damaged recycling and waste facilities, replacement of lost or damaged equipment, expansion of recycling access and improvements to system capacity and resilience. Austin told commissioners that the resolution does not require a local cash match.
Commissioner Sandi Norton moved to approve the resolution and Commissioner David Grindstaff seconded. The motion carried on a unanimous vote of the five commissioners in attendance.
If awarded, the County Manager will be authorized to execute and accept grant documents on behalf of Yancey County, subject to pre-audit certification by the county finance officer and legal review by the county attorney, the resolution states. The Board provided no additional funding request as part of its action.
The resolution, adopted at the meeting, directs staff to proceed with the application and to follow state and federal requirements attached to any award. The Board did not set any timeline for submission in the discussion recorded at the meeting.
